The European Broadcasting Union (EBU) is the world’s leading alliance of public service media. With 119 member organisations from 56 countries, EBU brings together 489 TV channels, 720 radio stations, 560 local windows, 1124 online simulcast channels and stations and 240 exclusive linear services, with a potential audience of 1.05 billion people. 

The European Utilities Telecom Council (EUTC) represents the specific technical and regulatory interests of electric, gas and water utilities, all of which are considered critical infrastructures. Though part of the global Utilities Telecom Council (UTC), EUTC programmes are led by Europeans, designed by Europeans and have a unique European focus in the face of rapid technological change. Its members span major utility operators (large and small), e.g. in France, Germany, Holland, Ireland, Portugal, Spain and the UK.

This debrief on 3GPP #86 (December 2019) is a valued contribution from Hans van der Veen, NEC Europe, 3GPP specialist and member of the 5G-IA Pre-Standardization WG. 

Its purpose is to help track progress of 5G standardisation with 3GPP as part of the activities of the 5G-IA Working Group. The debrief not only tracks overall progress but also pinpoints new study and work items (SIDs; WIDs) showing where 5G stakeholders from the cellular community, industry verticals and satellite specialists can make contributions.

This report summarises updates from 3GPP Plenary #85 in Newport Beach (CA), U.S. from Hans van der Veen NEC Labs Europe and member of the 5G Infrastructure Association Pre-Standardization Working Group.

Rel-15 is complete, with one outstanding issue in RAN, namely the handling of Synchronous NR-NR DC, which was a late addition to the "late drop" one year ago (September 2018).
